“ So it’s unpopular with the inmates, so is murder, rape, stealing and doing or dealing in drugs so who cares if it is unpopular, house them in tents and dress them in bright orange cloths from the skin out and put them on chain gangs cleaning up the trash along the roads, make their life a living hell and maybe, just maybe they will not want to be a repeat offender.
